Just to leave a public notion:
We've seen some server outages yesterday which turned out to be caused by a so called "ddos"-attack (basically, some folks felt like overloading the wikiloops servers with gazillions of requests at once, it's a common way to attack a webserver).
As a security measure, some IP ranges had to be blocked from access to wikiloops - should you experience trouble visiting wikiloops using a VPN, that may be connected to that newly installed protection.
Thanks to those who reported in, and your patience while the issue was investigated and eventually fixed.
