I'd guess your picture is either not a .jpg or .gif file, or you have some unusual characters in the filename - if the filename contains ä ö ü () [] {} or anything alike, the attachment is rejected for security reasons.
Your second option would be to upload it to some public webspace and link to the images webadress with the IMG - tag (see image icon in the list of icons below the quick reply field... ). Hope this helps for now, will have to rework these aspects of the forum sometime :/
